You know how official systems think. When dealing with guards, clerks, inspectors, or other bureaucratic authorities, you can usually determine who actually has decision-making power and who is merely enforcing procedure.
In addition, you can secure minor legal accommodations for yourself and your companions such as temporary permits, audience requests, or delayed inspections, provided you do not openly break the law or draw significant attention. These accommodations never last indefinitely and may create future obligations.
The Empire does not forget favors. Neither do you.
