I agree with iilumiinae and others that this purpose is served adequately by generic articles.
In addition to generic articles, I don't see why this couldn't just be a folder with articles for each race or class in them. I do that and ensure it's one of the first things my players see by displaying it with a book cover and titling it "Player Options." If people want to suggest things, there are comments.
I get people say generic articles can do this and its a good point, though a specific bit for introducing homebrew world stuff is a nice thought, plus helping people organise and structure it better.
I feel that the functionality being requested is already available through existing features. Generic articles with the listed information and links to the relevant articles is fairly simple to execute. I have several 'primer' articles that are required reading for my players that explain the Campaign Setting and other important context for the species and classes available to the players.
Generic articles are more efficient approach than what you are suggesting.
countless features support this and it can be done via: forums, articles, whiteboards, tables
This is exactly what articles are for. I have a detailed listing for each race in my world, their history, secrets, and customs. Also, as a GM I want to at least allow my players the opportunity to try something I hadn't anticipated. Maybe they've come from another world, or their race was previously unknown. Maybe they are the first of their kind, created in a lab/magical accident. I think the time and interaction of the GM explaining is exactly what gives value to having players choose.
This is what the generic articles are good for, no? It's what I have done, at least.
